The new bill introduces regulations that are intended to improve affordable housing availability.
The Senate passed a bipartisan bill last week on affordable housing, titled the “21st Century ROAD to Housing Act.” Senators Tim Scott of South Carolina and Elizabeth Warren of Massachusetts were joint sponsors of the bill.
Provisions in the bill intend to ease zoning to encourage new construction for homes and apartments, and increase the supply of modular and manufactured homes. The legislation would also restrict the number of single-family homes corporate landlords and private investors can own, only allowing them to exceed a 350-home limit if they sell the properties after 7 years.
The House passed its version of the housing bill in February, which will require reconciliation. Should both chambers of Congress pass housing legislation, it will be the first extensive housing bill approved in roughly 3 decades. Some representatives have stated they will not vote on any legislation passed by the Senate until the upper chamber takes up the SAVE America Act.
